چکیده
The National Rural Employment Guarantee Act in India (NREGA) has generated a lot of interest among the researchers to measure its impact on labor market outcomes. A few papers in this literature use the differences-in-differences (DID) strategy exploiting the phase wise implementation of the program across districts in India to identify its impact on private sector casual wages. This identification strategy rests on the assumption that all districts across India had similar time trends in the absence of the program. We argue that this assumption may not be true due to non-random allocation of districts to phases. We extend the existing literature in two ways. First, we consider cultivation and noncultivation private sector wage and employment separately. Secondly, we allow for statetime-trends to capture the differences in growth trajectories across districts due to parent-state changing characteristics over time. The results, contrary to the existing studies, do not find support for a significant positive effect of NREGA on private casual wages due to crowding out of private sector employment.

Economics Seminar, Indian Statistical Institute, New Delhi Title: Regulation via the Polluter-pays Principle
We consider the problem of regulating an economy with environmental pollution. We examine the distributional impact of the polluter-pays principle which requires that any agent compensates all other agents for the damages caused by his or her (pollution) emissions. With constant marginal damages we show that regulation via the polluter-pays principle leads to the unique welfare distribution tha...
متن کاملClimate Policy and Innovation in the Absence of Commitment
It is well-recognized that new technology is a crucial part of any solution to the problem of climate change. But since investments in research and development take time to mature, price and quantity instruments, i.e., carbon taxes and cap-and-trade, run into a commitment problem. We assume that the government cannot commit to the level of a policy instrument in advance, but sets the level to b...

Descending price auctions are adopted for goods that must be sold quickly and in private values environments, for instance in flower, fish, and tobacco auctions. In this paper, we introduce ex post efficient descending auctions for two environments: multiple non-identical items and buyers with unit-demand valuations; and multiple identical items and buyers with non-increasing marginal values. O...

متن کاملOptimal climate policy and the future of world economic development
How much should present generations sacrifice to reduce emissions today, in order to reduce the future harms of climate change? Within climate economics, debate on this question has been focused on so-called “ethical parameters” of social time preference and inequality aversion. We show that optimal climate policy similarly importantly depends on the future of the developing world. In particula...
